Postal Clerks and Storekeepers Merge to Become Logistics Specialists
MECHANICSBURG, Pa. - The U.S. Navy Postal Clerk (PC) and Storekeeper (SK)
ratings will merge on October 1 to form the new Logistics Specialist (LS)
rating.
"This merger is a step in our efforts to define the supply enlisted
workforce that will support the Navy in the 21st century," said Rear Adm. Mike
Lyden, Commander, Naval Supply Systems Command (NAVSUP) and Chief of Supply
Corps. "Our work processes in the future will require a more broadly trained
Sailor who can provide a unique skill set to our Navy and joint warfighters. By
combining these two ratings, we lay the groundwork for future readiness and
greatly enhance career opportunities for all Sailors in the LS rating."
Merging these two ratings will give the PCs a viable career path, broader
skill sets, and increased advancement opportunities with no adverse affect on
the SKs, according to NAVSUP Command Master Chief Jim Collins. "And the LS
rating will also benefit Sailors with a broader skill set and greater diversity
in both sea and shore assignments."
Logistics Specialist more accurately describes the knowledge, skills, and
abilities of the new workforce and further aligns with our future force
requirements, according to Rear Adm. Lyden. He also commented that "our supply
enlisted community plays a vital role in executing the Navy's Maritime Strategy
mission both afloat and ashore."
Chief of Naval Operations Adm. Gary Roughead approved the ratings merger on
Nov. 17, 2008. Since the LS rating was approved, a new rating manual, mobile
training teams, and online training programs were developed to educate PCs and
SKs in their new roles as LSs.
"We also improved training and personnel qualification standards for
Storekeepers assigned in postal positions afloat," said Collins. He added that
the establishment of the "LS rating marks the beginning of a rating specifically
designed to meet the requirements we face today and anticipate tomorrow."
NAVSUP's primary mission is to provide U.S. naval forces with quality
supplies and services. With headquarters in Mechanicsburg, Pa., and employing a
diverse, worldwide workforce of more than 25,500 military and civilian
personnel, NAVSUP oversees logistics programs in the areas of supply operations,
conventional ordnance, contracting, resale, fuel, transportation, and security
assistance. In addition, NAVSUP is responsible for quality of life issues for
our naval forces, including food service, postal services, Navy Exchanges, and
movement of household goods.

Here is the latest news on the Postal Clerk Rate straight from

Will there be another advancement test for E-4,E-5, and E-6?
- Last advancement exam for PC3/2/1 will be September 2009 for Active
component and February 2010 for Reserve component.
Will there be another selection board for E-7,E-8, and E-9?
- FY-10 Selection boards (Spring/Summer 2009) will be the last active duty
selection boards for PCC/CS/CM.
Has the last PC gone though PC "A" school ? if not when will the last one go?
- PC's will continue to attend the PC "A" school until the stand up of the combined LS "A" school in Meridian on 1 Oct 2009.
What is the last day we will have a PC in the Navy?
- On 1 October 2009 all active PC's and reserve E6 and above will convert to LS. On 1 April 2010 Reserve E-5 and below will convert.
Will they be going to SK or is the LS rate now set up?
- The LS Rating will be stood up on 1 Oct 2009 and all PC's and SK's will shift into the LS rating as desribed in the above timeline.
Is the new LS rating badge out yet?
- The SK rating badge will be used for LS.

CNO has approved the merger of Postal Clerk (PC) and
Storekeeper
(SK) ratings into the new rating of Logistics Specialist (LS). This
merger
is the first step in our effort to shape the enlisted workforce to
support
the Navy in the 21st century. The work processes in the future will
require a more
broadly trained Sailor who can provide a unique skill set to
both our Navy warfighters,
and the JOINT warfighters. By combining these two
ratings, the groundwork
for future readiness and greatly enhance
the career opportunity for all Sailors
in the LS rating. Please see

The Postal Clerk rating is a
small rating and providing a viable robust career path
for this small, but
critical, group of Sailors is becoming more difficult. Merging
these two
ratings will give the PCs a viable career path, broader skill set,
and
increased advancement opportunity with no adverse effect on the SKs. The
SK rating
will also benefit with a broader skill set and greater diversity in
both sea and
shore assignments.
Logistics Specialist (LS) more
accurately describes the knowledge, skills, and abilities
of the new
workforce and further aligns with the JOINT force. This alignment
is
critical to the future of our supply Sailors as they have proven critical
in the
Global War on Terrorism.
This flash is the first in a number
of steps in the execution of the strategic communications
plan to educate our
Sailors on the way ahead. The Senior Enlisted Board of Advisors
(SECBOA) has
the lead in getting the word out on the details of the ratings
merger.
Beginning in Jan 2009, CMDCM Jim Collins, Supply Community Master
Chief, and the
Supply Enlisted Community Manager, will begin an aggressive
roadshow schedule to
provide the Supply Corps Officer and Enlisted
communities the details of the merger.

To All Those who were present, Greetings:
It was a real good reunion, a fun reunion, my first-ever Navy reunion, a reunion I'm so glad I was invited to, and attended. It was good to again see you postal clerks that I had the privilege to know and to have served with, and to meet others. It was fun to be among such a group of sailors again, and to briefly, for a few short days, "shoot the shit" with some bonafied shit-shooters.
When I retired from the Navy in 1988, I wrote a poem to express my feelings. Your reunion reminded me of my feelings and of that poem. When I got home from the reunion, I found it in an old cardboard box in my garage and, for the hell of it, share it with you now. Some of the words apply mostly to WestPac sailors because that's all I ever was.

Industry officials say outsourcing the military mail system could save DOD more than $200 million per year and free up personnel for higher-priority war-related roles
